The intermodal rail terminals of Melzo and Milano Smistamento will be part of the Simplified Logistics Zone of the port and hinterland of Genoa. This decision was made on November 4, 2024, by the Lombardy Regional Government, in line with the national law's implementing decree regulating the Simplified Logistics Zones (ZLS). The region explained that the purpose of the Simplified Logistics Zone is to enhance rail freight traffic and the interchange capacity between rail, road, and water. The two Milanese terminals — located in the municipalities of Segrate, Pioltello, Melzo, and Vignate — fit into this strategic vision thanks to infrastructure investments and measures aimed at boosting the efficiency and competitiveness of the logistics chain.
"We have been waiting for the implementing decree of the law establishing the ZLS for some time," said Councillor Terzi. "Once it arrived, the Lombardy Region, in collaboration with Liguria and Piedmont, immediately got to work to define the perimeter of the Lombardy areas linked to the port and hinterland of Genoa. The delimitation of the ZLS is a crucial and highly anticipated step for the logistics sector's strategic development planning."
Companies operating within the designated areas will benefit from administrative simplifications and tax incentives, provided they align with the industrial function and foster investments in the identified sites. "The ZLS represents an opportunity to stimulate the regional economy and create an environment conducive to investments," added Terzi, emphasizing the importance of these zones as a meeting point between public and private sectors, as well as between industrial companies and logistics operators. With the approval of the resolution, the Lombardy Region will now forward the proposal for the perimeter of the Milano Smistamento and Melzo areas to the Liguria Region, which will integrate it into its Strategic Development Plan and submit it to the Council of Ministers for final approval.
